In order to download documents you must have an account and you must be logged in. Once logged in, simply click the download button next to the document of choice to begin your download. Some documents are locked so that you can only input the data, others are completely locked. To remove the locks from the documents, (in MS Office) click on Tools and then Unprotect. And Voila!
